Building the Future of Climate Finance: Indonesia Advances Climate Blended Finance Framework

Jakarta, Indonesia – The Fiscal Policy Agency (BKF) of Indonesia’s Ministry of Finance gathered with key stakeholders at Hotel Borobudur, Central Jakarta, to advance discussions on Indonesia’s Climate Blended Finance (CBF) Framework. As a platform for stakeholders to contribute in CBF, this event served to validate the insights with finance experts, gather the input on the structure and roles within the proposed blended finance platform, and identify the key areas for future dialogue to effectively mobilize climate finance. The event was opened by Eko Nur Prihandoko as the representative of BKF.

“It is hoped that through this discussion, the outcomes can be used to formulate the government’s role in climate finance. Full government support, including APBN (State Budget) allocations, is a very conventional form of financing. Therefore, the blended finance system may offer a more interesting approach for development.” said Eko in the opening remarks session.

The focused discussion, moderated by Lenny Hidayat Partner of Greenwise Consulting, brought together representatives from government agencies, financial institutions, and international organizations to validate findings from prior interviews and refine the roadmap for Climate Blended Finance (CBF) in Indonesia. 

“The scope of this activity is to stimulate discussion, sharing, and learning. Based on findings from the NDA Secretariat team’s study, four priority sectors—renewable energy, water, wastewater, sustainable landscapes, and food (specifically, food-supporting infrastructure)—have shown low bankability, necessitating acceleration on both the demand and supply sides.” Lenny said.

The discussion underscored the urgency of coordinated action and capacity building from both public and private sectors toward sustainable finance initiatives. Attendees agreed on the importance of clear governance and transparency and called for further discussion in upcoming FGDs. The session concluded with a call to develop sector-specific pilots and frameworks, particularly in water, energy, and food sectors, to streamline CBF application across Indonesia.

The successful consultation set a collaborative foundation for the development of Indonesia’s climate finance landscape, with future steps targeting the operationalization of the CBF framework by 2025.
