The study, titled Assessing Green Financing Opportunities and Challenges in Indonesia’s Climate Mitigation and Adaptation Priority Sectors, has been officially published in the Journal of Economics and Public Policy (Vol. 16 No. 1, June 2025). Research Focus: Identifying Opportunities and Challenges in Four Priority Sectors
The study examines the pivotal role of green financing in supporting Indonesia’s transition toward a low-carbon economy, focusing on four priority sectors: water and wastewater, renewable energy, agriculture and forestry (AFOLU), and food security. By employing the PESTLE Analysis framework and the Impact Investment Matchmaking Model, the research provides a comprehensive assessment of the drivers, barriers, and overall readiness of each sector to attract green investment from both domestic and international stakeholders.
Renewable Energy: A Key Driver of Green Investment
The findings highlight that the renewable energy sector demonstrates the strongest potential to attract green investment due to its established business models and a growing regulatory commitment to decarbonization.
Government initiatives such as the Just Energy Transition Partnership (JETP) and the national target of achieving 25% renewable energy in the energy mix by 2030 have become critical enablers for building investor confidence and facilitating capital flows into sustainable projects.
In contrast, the AFOLU and food sectors face more complex challenges, including regulatory barriers, limited land access, and inefficiencies across the supply chain. The water and wastewater sectors also experience infrastructure gaps and low levels of private sector engagement; however, they continue to present long-term investment opportunities aligned with Indonesia’s sustainable development goals.
Public–Private Collaboration as a Strategic Imperative
The study emphasizes the essential role of Public–Private Partnerships (PPP) and cross-sectoral policy integration in fostering a resilient green investment ecosystem.
Through coordinated collaboration, Indonesia can strengthen its climate mitigation and adaptation efforts while simultaneously generating new economic value from sustainable investments.
Furthermore, Greenwise’s research recommends the implementation of fiscal and non-fiscal incentives to encourage private sector participation and the development of a national green financing roadmap to guide investors, financial institutions, and policymakers in accelerating sustainable economic transformation.
